On January 8, 1998, the Agency for Health Care Policy and Research (AHCPR) along with the Health Resources and Services Administration (HRSA) convened a meeting of clinicians, researchers, and administrators to discuss the development of a data collection and analysis framework to generate real-time estimates of resource utilization by persons with the human immunodeficiency virus (HIV).
Participants represented diverse health care delivery sites that provide clinical care and support services for people living with HIV as well as health services researchers with expertise in cost assessment. The meeting explored the components of a multisite HIV resource utilization study and participants' needs and interests in participating in such a study.
Dr. Fred Hellinger, from AHCPR's Center for Organization and Delivery Studies, and Dr. Richard Conviser, from HRSA's Office of Science and Epidemiology, co-facilitated the meeting; they provided additional background information on the project's purpose and goals. Dr. Hellinger indicated that the impetus for convening the group was the need for ready access to cost utilization data that reflected recent changes in treatment.
