Medicaid FFS Issues

Issues that have historically been problematic for the Medicaid fee-for-service (FFS) system will also pertain to SCHIP:

  • Reimbursement rates are considered too low.
  • Administrative burden is high and payments are slow.
  • Providers are reluctant to participate due to:
    • Fear of gaining "too many" Medicaid/SCHIP patients.
    • Perceived stigma of caring for low-income people.
    • Concerns regarding adverse selection or mal-distribution of patients, particularly in rural areas.
