Service Delivery Choices

The service delivery issues facing States are not unique to SCHIP. In many cases they will be similar to issues States have addressed in implementing other health insurance expansion programs and Medicaid managed care. Some service issues will differ however, depending on the program approach—Medicaid or separate State program—chosen.

Of the 48 approved SCHIP plans (as of October 1998):

  • 42 use the Medicaid system of providers.
  • 15 will use fee for service (FFS).
  • 12 will use PCCM model managed care.
  • 32 will use HMO managed care.
  • 32 will use some combination of systems.
