Examples of Strategies for Effectively Serving Children with Special Needs in SCHIP

Children with Special Health Care Needs (CSHCN) are likely to comprise a significant proportion of the SCHIP population given that among low income children:

  • 18 percent (or 1,210,000) have special health care needs.
  • 6 to 7 percent (or 460,000) have some level of disability.

Several State SCHIP program packages were presented at the June and September 1998 ULP SCHIP Workshops as examples of State SCHIP benefits packages considered to meet the health care needs of children. Below are brief summaries of the CSHCN coordination plans from the Michigan and Colorado Title XXI Programs, as presented by Denise Holmes of the Michigan Medical Services Administration, and David Parrella of the Connecticut Department of Social Services.
