Monitoring/Evaluation
SCHIP has stimulated great interest and excitement over its promise to reduce the number of uninsured children and, ultimately, improve health status among our nation's children. Officials at both the Federal and State levels want to know whether Title XXI programs have lived up to this promise. As each SCHIP program faces the challenge of monitoring performance and measuring quality and impact, States are becoming even more aware of the need to consider accountability issues from the outset of program design and implementation. Monitoring and evaluation questions of concern include the following:
- Did SCHIP reduce rates of uninsured children?
- Did SCHIP improve access to care?
- Did SCHIP provide quality health care coverage?
- Did SCHIP contribute to improvements in children's health status?
