Target Population

A fundamental step for States seeking to expand health insurance coverage for children through SCHIP is to gain an accurate picture of the size and characteristics of the program's target population - uninsured children. Given that Title XXI legislation requires the development of State-level estimates of the target population, States will not only need knowledge of the general population of uninsured children nationwide, but also an accurate assessment of the size and characteristics of uninsured children within their own jurisdictions. Collecting accurate baseline data on the uninsured child population is important in both SCHIP design decisions and in evaluating program impacts.
