Connecticuts Husky Program
David Parella, Deputy Commissioner of the
Connecticut Department of Social Services, discussed the benefits and service delivery
system of the Husky program. Connecticuts Husky program is utilizing
enhanced Title XXI Match (65 percent) on previously enacted Medicaid expansions for
children under age 19, up to 185 percent of the Federal Poverty Level (FPL). A non-Medicaid
expansion has been implemented to extend subsidized coverage to children between 185 and
300 percent of the FPL. For children with family income above 300 percent of the FPL, a full buy-in
option is available.
