Judith Arnold
Judith Arnold is the Deputy Commissioner for Planning,
Policy and Resource Development at the New York State Department of Health. In that
capacity, she is responsible for coordinating policy formulation throughout the
Department. Her current work focuses on reform of hospital financing, graduate medical
education, long-term care and health insurance for children. Prior to joining the
Department of Health, Ms. Arnold was Vice-President at Lewin-VHI where, for over 10 years,
she assisted state and federal governments in health policy development in areas such as
healthcare reform, information policy, regulation and primary care.
