New York State's Child Health Plus Program

At the June 1998 SCHIP Workshop in Sanibel Island, Florida, Judy Arnold presented the experiences of New York State's Child Health Plus Program globe with instituting cost-sharing.

The primary goals of imposing cost-sharing in the Child Health Plus Program were to:

  • Promote personal responsibility.
  • Encourage purchase of coverage.
  • Deter substitution of private coverage.
  • Align with other State program cost-sharing requirements.

In determining premium contributions, policymakers debated the following questions:

  • At what income level should premium contributions begin?
  • What amount of cost-sharing is affordable without encouraging crowd-out?
  • How should premium contributions be adjusted for family size?
