Requirements: Process Indicators
The HCFA (now CMS) letter also includes discussion of indicators of the success of SCHIP that HCFA (now CMS)
will look for from States. A key indicator in which HCFA (now CMS) is particularly interested is the
number of uninsured children covered by the program. States will need to establish
baseline estimates as part of this information, and HCFA (now CMS) provides (in the letter) guidance
and options for States on the development of baseline estimates.
Outreach and Crowd-Out are other topics in which HCFA (now CMS) has
great interest. Therefore they provided several examples of process indicators States are
encouraged to report on in these topic areas.
Potential Process Indicators for Outreach
- Proportion of families who know about the SCHIP program.
- Application simplification, reduction in documentation, and asset test requirements.
- Utilization of mail applications.
- Outstationing of eligibility workers.
- Use of marketing and publicity campaigns.
- Number of requests for SCHIP applications.
- Development of private-public outreach partnerships.
- Use of community workers for outreach programs.
- Provision of continuous eligibility for a year.
Potential Process Indicators for Crowd-Out
- Enrollee (or parental) self-reported coverage status at enrollment.
- Enrollee self-reported coverage status after disenrollment.
- Self-reports of low-income workers and small employers about insurance coverage choices.
- Site visit interviews with enrollees at eligibility determinations.
