Enrollment in SCHIP
In previous Medicaid expansions for pregnant women, States that simultaneously
implemented presumptive eligibility and
dropped assets tests experienced most rapid growth in enrollment of pregnant women (GAO,
1991). States may find with SCHIP as well that utilizing multiple enrollment and eligible
simplification strategies will yield more rapid increases in enrollment.
Strategies and Options for Reducing Administrative Barriers and
Facilitating Enrollment
- Permit mail-in applications.
- Shorten and simplify forms.
- Expand use of "outstationed" workers.
- Make income eligibility thresholds consistent for all ages.
- Expedite eligibility determinations.
- Eliminate automatic closures by the computer.
- Grant 12-month continuous eligibility.
