Medicaid FFS Issues

Issues that have historically been problematic for the Medicaid fee-for-service (FFS) system will also pertain to SCHIP:

Providers are reluctant to participate due to:
- Fear of gaining "too many" Medicaid/SCHIP patients.
- Perceived stigma of caring for low-income people.
- Concerns regarding adverse selection or maldistribution of patients, particularly in rural areas.
