Data Collection Methods - Program Indicator Data Tracking

HCFA-required SCHIP data tracking categories (this document and other HCFA guidance can be found at http://cms.hhs.gov/schip/) include:

Program-specific service counts including number of children served through:

SCHIP.
SCHIP: Medicaid expansion.
Medical Assistance Programs.

Standardized age break-outs of participants:

Under 1.
1 to 5.
6 to 12.
13 to 18.
19 to 20.

Enrollment. Enrollment tracking should include unduplicated number of:

Children ever enrolled in the quarter.
New enrollees in the quarter.
Disenrollees in the quarter.
Children ever enrolled in the year.
Number of member months of enrollment in the quarter.
Average number of months of enrollment.

Service delivery system utilized (health maintenance organization [HMO], primary care case management [PCCM], fee-for-service [FFS]).

Countable income level:

By household size as defined by the State.
Above and below 150 percent of Federal poverty level, for States implementing a Medicaid-expansion-only program.

States should note that countable income data will not be comparable between States because each State’s countable income is closely related to its program design, particularly for Medicaid programs.
