Defining the Intervention

Once the problem has been clearly defined and the baseline established, the next step is to define the intervention or interventions. There are four questions State officials will want to be able to definitively answer regarding their SCHIP program:

Dr. Bilheimer emphasized that although the question regarding monitoring and evaluation is last in the defining phase, it needs to be considered on the front-end of implementation. The key question State officials will need to consider early is: What are we going to do to monitor and evaluate the effectiveness of each initiative in addressing the stated goals? Answering this question requires decisions to be made regarding specific methods to be utilized in evaluation of the State’s SCHIP program as discussed in the following section.
