The HCFA letter also includes discussion of indicators of the success of SCHIP that HCFA will look for from States. A key indicator in which HCFA is particularly interested is the number of uninsured children covered by the program. States will need to establish baseline estimates as part of this information, and HCFA provides (in the letter) guidance and options for States on the development of baseline estimates.
Outreach and Crowd-Out are other topics in which HCFA has great interest. Therefore they provided several examples of process indicators States are encouraged to report on in these topic areas.
