How can States design quality, monitoring, and evaluation systems and assess SCHIP’s impact on coverage and health status?

SCHIP has stimulated great interest and excitement for its promise to reduce the problem of uninsurance and, ultimately, improve health status among our Nation’s children. In the relatively near future, however, officials at both the Federal and State levels will want to know whether the program lived up to its promise. Each State SCHIP program is faced with the challenge of monitoring performance and measuring quality and impact. States implementing SCHIP must also consider these accountability issues from the outset of program design and implementation. Among the questions that will be of concern are:
