and Lessons Learned
The MassHealth program also expanded its data utilization and
measurement efforts to include:
- Use of Currrent Population Survey (CPS) data to estimate
Statewide enrollment targets.
- Development of a tracking system which monitors enrollment
by zip code and primary language.
- A State survey which captures regional information
on insurance coverage, socio-demographics, health status, and utilization.
The survey will capture information on 3,625 households in 5 regions
via in-person interviews and telephone interviews conducted in Spanish
and English.
- A review of the results of CPS, the Massachusetts survey,
and the Urban Institute Survey to assess differences in the findings
regarding the uninsured population.
Lessons
Learned From Massachusetts Experience
Developing effective outreach strategies:
- Providers can be a key resource in increasing enrollment
because of their contact with potential participants. Note, however,
that providers are only effective in capturing children and families
once they seek health services.
- Outreach to multiple organizations
is essential.
- Cultural/language issues must
be addressed throughout the outreach and enrollment process.
- No single message or tactic will
work: People need to hear information multiple times from a variety
of sources before they believe it and act.
