Current health services research indicates that in previous Medicaid expansions, States that simultaneously implemented presumptive eligibility and dropped assets tests experienced the most rapid growth in enrollment. States may find with SCHIP as well that utilizing multiple enrollment and eligibility simplification strategies will yield more rapid increases in enrollment.
This section provides profiles of two States' experiences in developing and implementing effective multi-modal outreach strategies, as presented by Mark Reynolds (MA) and Joe Quinn (AR) at the September 1998 SCHIP Workshop.
