Can existing data sources and new data collection methodologies be used to develop accurate baseline measurements of the size and characteristics of the SCHIP target population within a State?

A fundamental step for States acting to expand health insurance coverage for children through SCHIP is to gain an accurate picture of the size and characteristics of the program’s target population — uninsured children. Given that Title XXI legislation requires the development of State-level estimates of the target population, States will not only need knowledge of the general population of uninsured children, but also an accurate understanding of uninsured children within their jurisdiction. Collecting accurate baseline data on the size and characteristics of the uninsured child population is important in both SCHIP design decisions and in evaluating program impacts.
