[D] The figure is a map of the metropolitan statistical area (MSA) of Atlanta, Georgia, showing the rate of preventable hospitalizations per 1,000 residents ages 40–64 in 1999 for the city and surrounding counties by ZIP Code. The highest rates (43 to 74.4) were in the northeast half of the city and the far east-central part of the MSA. The next highest rates (33 to 43) were in the southwest half of the city, the far southern part of the MSA, and the far west-central part of the MSA. The lowest rates (8.1 to 20) were primarily in the central and northern parts of the MSA.
