[D] Figure 1 is a map of Baltimore City and Baltimore County that details the census block groups from which 60 percent of patients used each of the four Baltimore Medical Services, Incorporated, clinics in 2001. This is one method of defining the service area for each clinic. Block groups are defined by the U.S. Bureau of the Census as having an average of 400 households and 1100 people. In this map, each of the four clinics has a cluster of several block groups that represent their service area, and overlapping fringes where block groups are captured in more than one clinic's service area. There are also curiously remote block groups captured by clinic service areas.
