FederalReporting.govRegistration and Reporting Information for Recipients of Recovery Act FundsRecipients of Recovery Act funds from the Agency for Healthcare Research and Quality (AHRQ) must register at http://www.FederalReporting.gov to submit quarterly reports. This page provides information on registering at that site. Awards made using Recovery Act funds require an unprecedented level of accountability and transparency. To promote transparency and accountability for Recovery Act funds, Section 1512 of the Act requires quarterly reporting from most recipients receiving discretionary funding. The centralized Web site FederalReporting.gov coordinates recipient reporting across the Federal government. AHRQ also requires that contractors and grantees receiving Recovery Act funds provide quarterly reports in the AHRQ Research Reporting System (ARRS) at https://arrs.ahrq.gov. Beginning in October 2009, AHRQ Recovery Act recipients must submit reports 10 days after the close of each quarter at FederalReporting.gov and ARRS. DefinitionsPrime Recipients are non-Federal entities that receive Recovery Act funding as Federal awards. Awards may be in the form of contracts, grants, or loans directly from the Federal government. The Prime Recipient is ultimately responsible for reporting. Each individual reporting on behalf of a Prime Recipient must register as a user of FederalReporting.gov. Sub Recipients are non-Federal entities that are awarded Recovery funding through a legal instrument from a Prime Recipient. Sub Recipients typically receive a contract, grant, or loan from the Prime Recipient to support performance of any portion of a project or program funded with Recovery dollars. A Prime Recipient may delegate responsibility to its Sub Recipient to report information into FederalReporting.gov. Each individual responsible for reporting on behalf of the Sub Recipient must register as a user of FederalReporting.gov. Each Sub Recipient must have a unique nine-digit DUNS number, as administered by Dun and Bradstreet.
