— Structure: characteristics of the resources in the health care system; presumed capacity.
— Process (of care)—clinical activities undertaken during prevention, diagnosis, treatment, management.
- Professional—licensure, board certification.
- Facilities—government certification, accreditation, policies, procedures, Health IT capabilities.
- System—policies, procedures, incentives, regulation.
— Outcomes—survival, symptom relief.
