Assessing Quality of Care for Diabetes

Conference Final Report


This report was prepared by investigators at the University of Michigan Health System for the Agency for Healthcare Research and Quality (AHRQ) under Grant R13 HS01628. It summarizes a 2006 conference held in Ann Arbor, MI, and cosponsored by AHRQ, the National Institute for Diabetes and Digestive and Kidney Diseases, and the Department of Veterans Affairs Office of Quality and Performance. The report discusses recent improvements in the processes of diabetes care and the lack of corresponding improvements in risk factor control. A number of recommendations for future research are outlined.

This report summarizes a conference held May 24-25, 2006, in Ann Arbor, MI. Support for the conference was provided by the Agency for Research on Healthcare Quality (AHRQ grant R13 HS01628-01), the National Institute for Diabetes and Digestive and Kidney Diseases (NIDDK R13 DK074335-01), and the Department of Veterans Affairs (VA) Office of Quality and Performance (OQP).

The conference was organized by Eve A. Kerr, M.D., M.P.H. (AHRQ Principal Investigator) and Sheldon Greenfield, M.D.

Dr. Eve Kerr is Associate Professor of Internal Medicine at the University of Michigan Medical School, Research Director for the Department of Veterans Affairs Diabetes Mellitus Quality Enhancement Research Initiative (QUERI-DM), and Co-Investigator in the NIDDK-funded Michigan Diabetes Research and Training Center (MDRTC), Measurement Core. Dr. Kerr's research focuses on measurement and improvement of diabetes quality. She was responsible for oversight of conference planning and organization

Dr. Greenfield is the Executive Director of the Center for Health Policy Research and Professor in the Department of Medicine at the University of California, Irvine College of Medicine, and Chair of the Operations Group for the National Diabetes Quality Improvement Alliance®.
