This approach allows evaluators to compare individual or organizational data collected after an intervention to data collected before the intervention. In the diagram, Observation 1 measures the outcome before intervention, followed by the intervention (value-based purchasing activity), followed by Observation 2, which measures the outcome after the intervention.
