Appendix A: Deficit Reduction Act of 2005, Section 6086(b): "Quality of Care Measures"

(1) IN GENERAL—The Secretary, acting through the Director of the Agency for Healthcare Research and Quality, shall consult with consumers, health and social service providers and other professionals knowledgeable about long-term care services and supports to develop program performance indicators, client function indicators, and measures of client satisfaction with respect to home and community-based services offered under State Medicaid programs.

(2) BEST PRACTICES—The Secretary shall:

• Use the indicators and measures developed under paragraph (1) to assess such home and community-based services, the outcomes associated with the receipt of such services (particularly with respect to the health and welfare of the recipient of the services), and the overall system for providing home and community-based services under the Medicaid program under title XIX of the Social Security Act; and
• Make publicly available the best practices identified through such assessment and a comparative analyses of the system features of each State.

(3) APPROPRIATION—Out of any funds in the Treasury not otherwise appropriated, there is appropriated to the Secretary of Health and Human Services, $1,000,000 for the period of fiscal years 2006 through 2010 to carry out this subsection.

Appendix C: Database Descriptions

MEDLINE®, produced by the National Library of Medicine (NLM), is one of the major sources for biomedical literature. MEDLINE® indexes international literature in medicine, dentistry, and nursing using NLM's controlled vocabulary, MeSH® (Medical Subject Headings). Around 400,000 records are added yearly, more than 85 percent in English.

CINAHL® covers all fields of nursing as well as 17 allied health disciplines. The comprehensive CINAHL® database includes journals from biomedicine, alternative therapy, health sciences, health promotion, and consumer health.

Health and Psychosocial Instruments (HAPI) provides descriptions of measurement instruments (such as rating scales, index measures, and coding schemes) in public health, communication, human resources, medicine, social sciences, and other fields. Source information is often included.

AgeLine is produced by AARP (formerly known as the American Association of Retired Persons) and provides bibliographic coverage of social gerontology—aging in social, psychological, health-related, and economic contexts—as well as information on health care and its costs, public policy, and other issues relevant to the older population.

PsycFIRST® is a subset of the American Psychological Association's PsychINFO® database. It provides abstracts to a broad range of psychology literature as well as from related fields such as social science, organizational behavior, and research methodology. Articles from 1,300 journals and reports as well as book chapters and dissertations are represented.

Wilson Social Science Abstracts provides comprehensive abstracting and indexing of more than 400 core English-language periodicals published in the United States and elsewhere. Coverage includes a wide range of interdisciplinary fields covered in social science journals.

PSYCLINE indexes more than 2,000 online psychology and social science journals via its Journal Locator feature and provides access to article databases in psychology via its Article Locator feature.

Sage Database of Social Research Methodology (SRM) includes more than 45,000 references to literature on social and behavioral research methodology, statistical analysis, and computer software. The SRM Database includes journal articles, books, research reports, and proceedings from 1970 to the present.

Google® Scholar is a search engine for scholarly literature. It sorts articles by weighing the full text, author, publication in which the article appears, and how often it has been cited in other scholarly literature. Results are listed in order of relevancy. Google® Scholar is a service of Google®, the most widely used search engine.

Grey Literature Report, published by The New York Academy of Medicine Library, alerts readers to new grey literature publications in health services research and selected public health topics, adding and indexing resources in an Online Catalog.
