Exhibit B1. Operation of the Modular Emergency Medical System (MEMS) (Text Description)

Exhibit B-1 is a chart showing the operation of the Modular Emergency Medical System (MEMS). The flow starts at upper right with "Home," identified as "Private M.D.s and Clinics." An arrow representing the "flow of BW patients and asymptomatic, non-exposed individuals" goes into the Modular Emergency Medical System, represented as a sphere, and stops at, "Neighborhood Emergency Help Centers (NEHC)." From there, the flow of patients and the non-exposed goes either outside the MEMS sphere to "Return Home" or to "Casualty Transportation System (CTS)" inside the sphere. From CTS, the flow either returns to NEHC or continues to "Acute Care Centers (ACC)."

From ACC, the flow either returns to CTS or proceeds to "Return Home" outside the sphere or to "Area Hospitals." A star at this point refers to area hospitals as "MCC In-Hospital Option." From Area Hospitals the flow returns to ACC, or continues to three destinations outside the sphere: "Return Home," "Fatality Management," or "Casualty Transportation System for non-BW Patients." The flow continues from the latter to "Hospitals Out-of-Area" outside the sphere. At the middle of the MEMS sphere is "Medical Command and Control (Out-of-Hospital)."

Notes state that "All components within the MEMS area have established communication and coordination links," and that "There are communication links between the MCC, ACC, Area Hospitals, and Fatality Management."
