The flow chart starts at the top with the "Mass Prophylaxis Emergency Operations Center." Six subjects branch from this head:

  1. Law Enforcement.
  2. Finance.
  3. Medical Treatment.
  4. Emergency Medical Services.
  5. Public Health.
  6. Etc.

Additional subjects fall under "Public Health." A stack of four boxes is each designated "Dispensing Clinic 1." Under these, the following subjects line up: "Operations," "Planning," "Logistics," and "Finance." Arrows from those four subjects all flow to "DVC Management" (with a note to see section four).
