AHRQ's Role in Public Reporting
AHRQ Does NOT Do Provider-Level Reporting, But:
- Develops measures
- Consumer Assessment of Healthcare Providers & Systems (CAHPS®).
- Quality Indicators.
- Provides technical assistance & learning networks for public report producers.
- Example: 24 Chartered Value Exchanges (CVEs):
- Represent over 124 million individuals.
- Public reporting is a major activity.
- Example: 24 Chartered Value Exchanges (CVEs):
- TalkingQuality.gov.

The Science of Public Reporting Initiative
- Patient Protection and Affordable Care Act (PPACA) directs the Center for Medicare & Medicaid Services (CMS) to develop health care quality and resource use measures and disseminate them through methods such as public reporting.
- Goals:
- Forge a coordinated, evidence-based approach to public reporting at the national and local levels.
- Improve the science of public reporting.
- Incorporate scientific best practices into national and local reports.
- Improve data for public reporting.
- Assess impact.

The Science of Public Reporting Initiative: The Structure
- A partnership among AHRQ, CMS, and the Office of the Assistant Secretary for Planning & Evaluation (ASPE).
- Combination of grants, contracts, staff to:
- Build the science.
- Engage stakeholders to facilitate use of new evidence.
- Related Activities:
- Interagency workgroup from AHRQ, CMS, and ASPE.
- NQMC HHS quality measures inventory.
- Inventory of potential data sources for reporting benchmarks.
- Analyses to track changes in provider performance on reported measures.

The Science of Public Reporting Initiative: Grants
- AHRQ is awarding a number of research grants in fiscal year 2012.
- Examples of funded grants
- Developing a Framework for Public Reporting Using All-Payer Claims Databases (National Association of Health Data Organizations (NAHDO) & All Payers Claim Database Council [APCDC]).
- Public Reporting for Consumers on Assisted Living (The Center for Excellence in Assisted Living).
- Other Active Grants.

- Design: Improve the design and presentation of public reports to meet the needs of consumers, particularly priority populations.
- Dissemination: Increase consumer use and the dissemination of public reports, particularly among priority populations.
- Data: Improve the underlying data and methodology of public reports to make them more credible, meaningful, and useful.

- Goals:
- Distill existing and new evidence on "what works" in public reporting and under what circumstances.
- Identify promising advances in the content, design, and dissemination of public reports.
- Facilitate collaboration across public reporting researchers and other stakeholders to speed the dissemination of findings.
