Proceedings of the Fifth Biennial Conference of the Society for Implementation Research Collaboration (SIRC) 2019: where the rubber meets the road: the intersection of research, policy, and practice - part 1.
This paper offers a compilation of the abstracts of the oral and poster presentations from the 2019 Society for Implementation Research Collaboration (SIRC) Conference entitled “Where the Rubber Meets the Road: The Intersection of Research, Policy, and Practice” held in Seattle from 12-14 September. The society had evolved following a NIMH-funded conference grant and is now an international society. The conference included 432 attendees. Highlights of the conference are described.

Community-engaged evidence synthesis to inform public health policy and clinical practice: a case study.
This case study documents the work of the Rhode Island Arts and Health Advisory Group, which convened in 2016 to develop a set of policy, clinical practice, and research recommendations for implementation by the Rhode Island Department of Health, The Rhode Island State Council on the Arts, and partners. Comprised of artists, clinicians, community members, and patients, the group partnered with researchers to complete an evidence synthesis project of arts-based health care interventions.

Abrupt Discontinuation of the Codman hepatic artery infusion pump: considerations in the era of precision medicine.
In this article, the authors use the discontinuation of the Codman hepatic artery infusion pump as a cautionary example to highlight issues with economic viability in narrow-indication medicine. The authors note that withdrawal of the Codman HAIP from the market without notice or plans for replacement raised several ethical and industry-specific concerns. They discuss the need for mechanisms to ensure sustainability of these treatments as the number of individualized therapies continues to expand.

Conflicts of interest in clinical guidelines: update of U.S. Preventive Services Task Force policies and procedures.
The conflicts of interest policy is described, as is the formal process by which best practices were incorporated to update the policy. The USPSTF conflicts of interest policy includes disclosures for immediate family members, a clear non-financial conflicts of interest definition, long look-back period and application of the policy to prospective members. The conflicts of interest policy is publicly available as part of the USPSTF Procedure Manual.

The development of scientific evidence for health policies for obesity: why and how?.
The authors discuss the relevance, and in some cases irrelevance, of some of the types of evidence that are often brought to bear in considering obesity-related policy decisions. They then discuss major methods used to generate such evidence, emphasizing study design and the varying quality of the evidence obtained. They also consider what the standards of evidence should be in various contexts.

Transforming evidence generation to support health and health care decisions.
Collaborations among federal health agencies involved in biomedical research and health care delivery with regard to data sharing, research infrastructure, and computational capabilities require combining expertise and resources and will entail substantial changes to the culture of clinical research, In this article, the authors propose a set of core principles for data collaboration and system organizational design that they believe will further enable research efforts by both the private sector and government agencies.

A global database of food and nutrient consumption.
The authors conducted an empirical assessment of dietary intakes in order for evidence-based policy-making to address global health challenges. They derived The Global Dietary Database, which combines broad global coverage with estimates of food and nutrient consumption by age, sex and time. They believe that these data provide an empirical basis for global dietary surveillance, policy-making and priority setting to address diet-related burdens of disease.

A randomized trial testing the effect of narrative vignettes versus guideline summaries on provider response to a professional organization clinical policy for safe opioid prescribing.
The authors compared whether narrative vignettes embedded in the American College of Emergency Physicians (ACEP) daily e-newsletter improved dissemination of the clinical policy to ACEP members, and engagement of members with the clinical policy, compared with traditional summary text. They found that the vignettes outperformed traditional guideline text in promoting engagement with an evidence-based clinical guideline related to opioid prescriptions.

Understanding an informed public's views on the role of evidence in making health care decisions.
The Community Forum Deliberative Methods Demonstration project, sponsored by AHRQ, obtained informed public views on the role of evidence in health care decisions through seventy-six deliberative groups involving 907 people overall, in the period August-November 2012. Although participants perceived evidence as being essential to high-quality care, they also believed that personal choice or clinical judgment could trump evidence.

Ethics review of survey research: a mandatory requirement for publication?
The authors provided guidance for journals to consider when making determinations about the necessity of ethical review for survey research projects. They stated that in situations where there is greater than minimal risk of informational or psychological harms, the survey research should have received institutional ethics oversight. They also specified that survey research projects that enroll vulnerable individuals with diminished autonomy should receive institutional ethics oversight.

Stakeholder engagement in policy development: challenges and opportunities for human genomics.
The purpose of this paper is to examine how stakeholder engagement is used to develop policies in genomics research and public health areas, as well as to identify future priorities for conducting evidence-based stakeholder engagements. It concluded that several challenges of using stakeholder engagement as a tool for genomics policy development remain, and little evidence regarding how to best incorporate stakeholder feedback into policy-making processes is currently available.

Rapid Review Summit: an overview and initiation of a research agenda.
This discussion paper highlights the important discussions that occurred during the Rapid Review Summit: Then, Now and in the Future, focusing on the initial development of a research agenda that resulted from the presentations and discussions. The research topics centered on three key areas of interest: (1) how to conduct a rapid review; (2) investigating the validity and utility of rapid reviews; and (3) how to improve access to rapid reviews.

Will bundled payments change health care? Examining the evidence thus far in cardiovascular care.
The authors explore bundled payment initiatives and their potential advantages and disadvantages, focusing their review on previous and current bundled payment programs for cardiovascular conditions. Disseminating policy and environmental change interventions: insights from obesity prevention and tobacco control.
This paper describes the approach that two projects developed to disseminate policy and environmental change interventions. The Center for Training and Research Translation (Center TRT) disseminates evidence-based interventions (EBIs) to promote physical activity and healthy eating. Counter Tobacco disseminates EBIs to counter tobacco product sales and marketing in the retail environment.

Comparative effectiveness research in practice and policy for radiation oncology.
In radiation oncology, the line between comparative effectiveness research (CER) and traditional research may be blurred, but an increased emphasis on CER can help to bridge the research enterprise and clinical practice, helping to inform decision making at the patient, clinician, and policy levels.
