The impact of government-mandated shared decision-making for implantable defibrillators: a natural experiment.
This study examined the impact of the 2018 Centers for Medicare and Medicaid Services (CMS) mandate that patients considering implantation of an implantable cardioverter-defibrillator (ICD) for primary prevention of sudden cardiac death undergo shared decision-making (SDM) using a decision-aid. The authors surveyed patients who underwent implantation of a primary prevention ICD within the Emory Healthcare system between 2017-2019 (pre and post SDM mandate). Survey domains included decisional conflict, knowledge about the ICD, values-choice concordance, and engagement in decision-making. Of 101 patients who completed the survey, 45 had an ICD placed before the mandate and 56 placed after. No major differences were found between any of the survey domains. Patients with ICDs after the mandate were more likely to subjectively feel more informed about the benefits of the procedure but were less likely to be able to correctly identify the frequency of complications.

Transforming evidence generation to support health and health care decisions.
Collaborations among federal health agencies involved in biomedical research and health care delivery with regard to data sharing, research infrastructure, and computational capabilities require combining expertise and resources and will entail substantial changes to the culture of clinical research, In this article, the authors propose a set of core principles for data collaboration and system organizational design that they believe will further enable research efforts by both the private sector and government agencies.

The authors described the current state of shared decision making in the emergency department context and provided an overview of the conference. They explained that the results of the conference published in the same journal issue provided an essential summary of the future research priorities for shared decision making to increase quality of care and patient-centered outcomes.

Healthcare resource allocation decisions affecting uninsured services.
The authors described resource allocation and policy decisions related to providing health services for the uninsured. They recommend that how healthcare decisions are actually made can be matched with literature that describes how healthcare resource decisions ought to be made, in order to provide a normative grounding for future decisions.

The role of decision models in health care policy: a case study.
In 2009, the Centers for Medicare and Medicaid Services (CMS) underwent a National Coverage Determination on computed tomography colonography (CTC) to screen for colorectal cancer. The Cancer Intervention & Surveillance Network developed decision models to inform this decision. The purpose of this study was to investigate the role of models in this decision. It concluded that decision makers involved in the CTC decision believed in the adequacy of models to inform coverage decisions.

Understanding an informed public's views on the role of evidence in making health care decisions.
The Community Forum Deliberative Methods Demonstration project, sponsored by AHRQ, obtained informed public views on the role of evidence in health care decisions through seventy-six deliberative groups involving 907 people overall, in the period August-November 2012. Although participants perceived evidence as being essential to high-quality care, they also believed that personal choice or clinical judgment could trump evidence.

Pay-for-performance policy and data-driven decision making within nursing homes: a qualitative study.
The researchers explored ways in which data were collected, thought about and used by nursing home employees as a result of participation in a pay-for-performance (P4P) program. Their findings indicated that participants in the Minnesota Performance-based Incentive Payment Program’s quality improvement (QI) projects perceived a change in the rate and manner in which they gathered, used, and considered data in their QI decisions.

Quantifying the Food And Drug Administration's rulemaking delays highlights the need for transparency.
In order to better understand the FDA’s rulemaking process, the authors examined the evolution of significant rules that the agency published during 2000–12 for drugs, devices, and other medical products. They found that the rules’ median time to finalization was 7.3 years. Longer review times were significantly associated with a reduction in the stringency of final rules, compared to the originally proposed versions.
