* P.L. 111-148 established the Patient-Centered Outcomes Research Trust Fund (PCORTF). Beginning in 2011, a total of 20 percent of the funds appropriated or credited to the PCORTF are transferred each year to HHS. Consistent with the Report to Congress on the Joint Committee Sequestration for Fiscal Year 2013, the sequestration for the HHS Transfers from the PCORTF account occurs at the PCORTF account, rather than at the HHS level. The FY 2013 level and sequestered reduction shown in this plan is an estimate and will vary based on the total funding in the PCORTF.
